GitHub expands Copilot to support Claude and Codex agents for Pro and Business users

Multiple AI Agents Now Available

GitHub is expanding access to third-party coding agents, bringing Claude by Anthropic and OpenAI Codex to Copilot Business and Copilot Pro users. Previously available only to Enterprise and Pro+ customers, this expansion democratizes access to multiple AI coding approaches within a single platform.

Unified Agent Platform

All agents—Claude, Codex, and Copilot—operate on a shared platform with:

  • Unified governance and control via the Agent Control Plane (now generally available)
  • Shared context and memory across all coding surfaces
  • Access to repository code, issue history, pull requests, and Copilot Memory
  • Enterprise controls including centralized enablement, policy management, and audit logging

Where to Use Agents

GitHub Web & Mobile:

  • Open the Agents tab in enabled repositories
  • Use the agents dropdown to select Claude, Codex, or Copilot
  • Assign agents directly to issues and pull requests for autonomous work
  • Mention @claude, @codex, or @copilot in PR comments to request specific updates

VS Code (1.109+):

  • Access Agent sessions from the title bar or Command Palette
  • Choose between Local (interactive), Cloud (autonomous), or Background (Copilot only) modes

Getting Started

For Copilot Pro users: Enable agents in Copilot coding agent settings and select which repositories agents can access.

For Copilot Business users: Admins must enable agents at both enterprise and organization levels through Enterprise AI Controls.

Each agent session consumes one premium request during public preview. No additional subscriptions are required—Claude and Codex access is fully included with existing Copilot subscriptions.
